Sweeping changes to Biathlon Team selection

At the IBU Congress in September, sweeping changes to the World Cup participation rules were passed.
The US Team is now allowed to start five men and four women in the World Cup competitions.
The Team Selection Procedures have been updated to reflect the increase in start rights for US women. The procedures have also been updated to conform with the Olympic Team Selection procedures.
